What is a BID?

A Business Improvement District (BID) is a defined geographical area within a town or city where businesses come together to invest in a managed fund which is used to commission projects that will lead to improvements in their local trading environment. There are over 320 BIDS in the UK.

The Burnley Business Improvement District, (BID) runs from 2020 to 2025 and is a unique opportunity for businesses across the town centre to take a lead in the management and improvement of our town centre. The vision for Burnley is to create a destination of choice for residents, visitors, employees, shoppers and service users and to make Burnley town centre a location where business and the community can thrive.

The BID is generating between £775,000 and £1million of new investment into our town centre between 2020 and 2025. This investment is managed and delivered by a new business led partnership, who are answerable to the wider business community who fund the BID.

The Groundwork Cheshire Lancashire & Merseyside BID Team provides a comprehensive management service for the Burnley BID, and we are the first point of contact for any issues, problems or queries that you may have.

If there are any ideas for improvement, or something you would like to see implemented within the town centre, please let us know. There are regular forums, consultations and customer satisfaction visits and surveys, so there are plenty of opportunities to provide us with feedback.

Our plan

The Burnley BID Business Plan was created after an extensive consultation process with businesses and organisations in Burnley town centre and encompasses those projects which have the greatest potential for delivering real improvements. The feedback from those consultations led to a business plan that focuses on three themes for improvements:

• Theme One – Modern, Vibrant and Connected Town Centre
• Theme Two – Better Burnley for Business
• Theme Three – responsive and Pro-active Burnley

Groundwork Cheshire Lancashire & Merseyside is both a charitable trust and a social enterprise that has been working to build more sustainable communities across Cheshire and Lancashire since 1985 and Merseyside since 2012. Groundwork delivers Business Improvement District (BID) projects across a wide variety of locations including business parks, town centres and industrial estates.

Our BID projects deliver real improvements for businesses, enhancing trading environments, creating safe, clean and vibrant locations in which business can thrive.

Since 2005, Groundwork has supported the development of a number of successful BID votes across the UK including the Northwich Town Centre BID, Chester City Centre BID, Winsford Industrial Estate BID, Globe Park BID (Wycombe), Gadbrook Park BID, Astmoor Industrial Estate BID, Burnley Town Centre BID, Wilmslow Town Centre BID, Warrington Town Centre BID and the Hale Bank Industrial Estate BID.

Here in Burnley the Groundwork BID Team act as the accountable body for the BID and are responsible for delivering the 5 year BID business plan.
